Job Responsibilities:
1. Strictly implement the company’s development policies and all of the company’s management rules and regulations, and establish a robust system of management guidelines for engineering budgeting work.
2. Study and implement the national and local engineering cost policies, relevant regulations, documents, and quota standards of the project location. Carefully read and thoroughly understand construction drawings, participate in drawing review meetings, and systematically collect, organize, interpret, and master technical and documentation materials related to project costs and project estimates/final accounts.
3. Before the commencement of an engineering project, it is essential to thoroughly familiarize yourself with the drawings, the site conditions, and relevant local construction cost policy documents, quota standards, and current market material prices. Based on the design drawings, site conditions, and company requirements, prepare a construction drawing budget and submit it to the company, providing critical information to support decision-making by company leadership.
4. Participate in preparing construction tender documents, handling all tasks involved in construction bidding, signing the construction contract with the winning bidder, and analyzing unit prices based on relevant data for reference by relevant departments and leadership.
5. Thoroughly understand the financial terms of the project engineering contract documents and subcontracting agreements. Based on the contract, progress reports, change orders, local cost documents, and standard rates, you are responsible for reviewing the monthly construction progress reports and final settlements submitted by the construction contractor. Ensure timely completion of the review process, prepare the review results for signature by the relevant project manager, and then forward them to the finance department.
6. Responsible for reviewing the quantities of self-supplied materials, ensuring that the review results are accurate and reasonable based on construction processes, standards, and actual conditions, and promptly submitting them to the Procurement Department for material ordering, thereby guaranteeing the smooth progress of project construction.
7. Stay updated on relevant economic policies and regulatory changes, such as adjustments to labor costs, material expenses, and other fees, and promptly analyze and provide the updated data. Accurately calculate project quantities and apply standard rates, conduct thorough labor and material analyses, and ensure timely comparison of key budgeted physical quantities against actual figures.
8. Responsible for collecting and compiling all design changes, variation orders, and other documents related to project settlement, promptly reporting cost adjustments and investment progress to leadership, thereby providing a solid basis for leaders to monitor project investment trends and make informed decisions.
9. Assist finance in cost accounting and collaborate with the finance team to complete other tasks;
10. Properly prepare the unit project budget, final accounts, and progress payment reports and account books, and submit them to company leaders promptly on a monthly basis.
11. Ensure the confidentiality of all types of project contracts and project cost estimates/final accounts as required by company policies.
Job requirements:
1. Candidates must hold a college diploma or higher in a relevant field such as Engineering Management, Civil Engineering, or Construction Cost Estimation, possess a Cost Estimator Certificate, and have at least 5 years of experience working with construction companies.
2. Independently managed on-site budgets for projects with a total floor area exceeding 20,000 m²;
3. Independently prepared engineering cost estimates for three projects, each valued at no less than 50 million RMB;
4. Proficient in using office software such as Excel, CAD, and Glodon;
5. Possess strong communication skills, are honest and principled, demonstrate a strong sense of responsibility, show resilience in the face of challenges, and have a collaborative spirit as part of a team.
6. Able to promptly and efficiently complete assigned tasks as well as other duties assigned by leadership;
7. Willing to accept long-term overseas assignments.
Job requirements:
1. Full-time bachelor's degree or above, with a title of Intermediate Engineer or higher, and at least 3 years of relevant work experience;
2. Familiar with construction site management throughout the entire project lifecycle, possessing strong organizational and coordination skills, able to work proactively and effectively on-site, and equipped with the ability to prepare and review relevant professional drawings and project plans.
3. Strong work ethic, sense of responsibility, and excellent communication and coordination skills, along with a strong team spirit;
4. Proficiency in CAD and prior design experience are preferred;
5. Candidates with experience in both electrical and plumbing design and construction management will be given priority.
6. Candidates with overseas work experience and prior experience in design firms will be given preference;
7. Able to handle high work pressure and understand the nature of work in the construction industry.
